So you had the problem with windows 10
There definitely won't be a windows 11 driver, although it might work..
I advise you to see, to reinstall a supported version under windows 10 ..
so you will have the compatible drivers available from the support page
If this persists with an original version of windows 10, then it is possible that it is a problem with the graphics chip, in which case a driver would not change anything.

I know it's tedious, but seems to me the best way to check

I solved the problem. You need to download AMD Cleanup Utility.  after following the steps you need to download AMD UMA graphics card driver on hp official driver site
