When I put the computer in sleep mode, it only stays in sleep mode for a few seconds after I do that and then it starts up active again and will run for hours after that, occasionally going to sleep between starting up frequently.

Either it is not going to sleep or something is waking it up.

 

Check windows  event viewer, both system and applications for error messages such as an app vetoing sleep.  Some backup software and faulty apps will stop sleep.  A bad driver can stop  sleep.   Run the HP support assistant to see if there are any HP updates you need.

 

Bring up the advanced power plan and disable any wake timers (mine are enabled)

 Event timers can be in Wi-FI or Bluetooth.  For example a slight vibration might cause the bluetooth mouse to move an wake the system.
