Welcome to the HP Forum.
Interesting to see you did a successful reset but the PC is still unstable.
An operating system reset would usually fail if your PC has a hardware problem.
Check your PC's hardware using HP Diagnostics as follows:
Start the PC. Repeatedly tap the "ESC" key.
Select "F2". Run extensive system and component tests to confirm: a drive problem, a memory problem, or other component problem.
The external power supply may also have a problem. I don't know if HP Hardware Diagnostics check this specific Laptop component.
If diagnostics tests pass I would try a HP Cloud Recovery if your PC qualifies.
Try a clean W11 install if your PC can't do a HP Cloud Recovery. Create W11 installation media.
You have some weird stuff going on if the PC is unstable after getting a pass on hardware and you can't do: a successful HP Cloud Recovery or a clean W11 install.
I can't think of anything else to try to fix the problem.
