Greetings @frasse2

Welcome to the HP Forum.

Why did you not document the PC's BIOS sign in password? Do you know the sign in credentials to get into Windows?

AvgVmm.sys is an AVG Anti-Virus system file.

Check this Site for instructions on how to load the Windows Recovery Environment (WinRE).

Method 1 at the above site shows how to start Windows in Safe mode from the WinRE.

You'll need your Windows sign in credentials to enter safe mode.

Uninstall AVG software in Control Panel>Programs and Features.

Restart the PC.

You should now be able to sign into Windows.

Well, then you have a PC problem which may be tough solve if you can't get to Safe mode.

You could remove the system drive. Connect this drive to a different PC.

Reformat or wipe this drive to clear all data.

Reconnect the system drive to your PC.

Connect the Windows USB installation media to your PC.

Start the PC. The PC should boot to the USB installation media since it would be the only bootable device detected by the system.

You really need access to the PC's BIOS to have full PC control.

You would have to contact HP Support about the BIOS password problem. The default BIOS image from HP should not have a BIOS password.

Maybe a different Forum member can provide additional assistance.
