Blue power button blinking slowly won't turn on. Have unplugged, have tried different cord, have tried holding down power button.

Is this: HP Pavilion 2009m Monitor - Product Specifications your hardware?

 

If so, the blinking-lamp may be an indication that the monitor is in "power-saving" mode?

If you connect its video-cable to a computer, and power-on the computer, does the lamp change colour, and show output generated by the computer?

Find the product-number and serial-number.

Access: http://support.hp.com

and search for "warranty check".

Enter the product-number and serial-number, to determine if the HP Warranty still is in effect.

If not, your monitor's electronics have failed, and the monitor has achieved its "end-of-life".

Responsibly recycle it, and purchase a replacement.

 

Years ago, when 15-inch monitors cost over $500, you could pay an electronics technician $100 to do "board-level" trouble-shooting and repairs.  Now, when 19-inch monitors cost around $100, that technician probably has retired, due to lack of work, because it is cheaper to "replace" than to "repair".
