System Board (00A) - System Board CT Number (Missing or Invalid), on a black screen.
Behaviour changes: Computer runs VERY slowly, and does not charge while in use. When in use the power light beside the power plug is white, and the battery drains. Will charge when turned off.
Recent hardware changes: No hardware or system board replacements or changes.

My 250 G4 has a similar problem, not wanting to charge and use at the same time.
In addition, operation with the charger connected is seriously slowed down.
It all started after purchasing a (Chinese) spare charger.
After a failed presentation it was time for a solution but could't find it on this forum or I hadn't searched long enough.
When plugging in the charging cable, it was noticed that the behaviour of the pc was not the same every time, not surprising because the thin pin in the charging plug was accidentally bent from the first moment, but that had never impaired correct operation.
It turns out that the forementioned pin actually causes the problem, ie without a pin there are no start-up problems, the speed is as expected and normal operation and charging are possible.
I have now broken out this pin of both chargers and everything works to my complete satisfaction.
To check whether your problem can also be solved with this method, you can simply do a test: look at the battery status icon for the phrase ‘battery power’ or ‘mains power’, by slowly pressing the charging cable plug in, using small steps. you can see the transition to ‘mains power’ in the moment that the power supply is physically connected, but the slightly shorter pin isn’t yet.
If that works, you can restart it in this mode. To do this, switch off the computer completely and the charger too, and let the charger discharge for a while. If you can now restart without a board CT Number issue, you are close to the solution. Press the thin pin to the side so that it no longer fits into the correct opening or bend it so often that it breaks, then there is of course no way back. But for a few dollars you can get a new one from China.
The underlying idea is HP's desire to prohibit the use of counterfeit items, which is not a bad idea in terms of safety and profitability, so a ‘secret’ confirmation code is probably exchanged via the thin pin.
