That is usually done with a thunderbolt port or an m.2 adapter

Your 27-c0xxx had neither although  cannot be sure as the xxx caused google to block some of my searches

Adding to @BeemerBiker's spiel to answer your key question: yes, you can.

What you need to make an external graphics card work for your HP All-in-One Desktop 27-cb0xxx, is to purchase a "PCIe 4.0 x4 Riser Cable 64Gbs M.2 Key M for NVMe External Graphics Card Stand Bracket R43SG PCI-E for Graphics Card 50cm"*, such as this AliExpress purchase option -which I used: PCIe 4.0 x4 Riser Cable 64Gbs M.2 Key M for NVMe External Graphics Card Stand Bracket R43SG PCI-E fo...:

In order for this M.2 NVMe SSD adapter cable to work, you'll have to use your only M.2 NVMe SSD slot. This means that you'll have to use your (SATA) drive as your primary boot drive. That shouldn't be a problem. Purchase a quality large-capacity SSD (2TB for example), and you will be set:

You may have to create a minor exit on the bottom of your rear panel to allow the ribbon cable to exit your AIO.

 

* You'll need the extra ribbon-cable length for your AIO.
