Greetings @christlsimba
Welcome to the HP Forum.
Do you recall anything of significance happening immediately prior to this error message? For example, Windows updates, or HPSA updates, or you installed new hardware, or you updated a hardware driver?
You really need to know what caused this problem.
This error can be caused by:
1. Hardware problems
2. Device drivers
3. System file corruption.
4. Poorly coded malware
You checked hardware and got a pass. Did you run extensive tests?
This error is a tough one to fix when you can't run Windows or you can't run Windows in safe mode. Doing a fix requires getting to the WinRE so you can attempt to run various troubleshooting options to attempt a fix.
Check the sections at this W11 Forum Tutorial which apply to your situation. Since you can't run Windows you need to look at options 7, 8, and 9 to get to the WinRE. Then look at the other sections for things to try.
You could try a Startup Repair, or Uninstall Updates, or try a System Restore.
Check this Site showing how to run SFC at a command prompt in WinRE.
The W11 installation could be so far gone requiring a: Reset, HP Cloud Recovery, or a clean W11 install.
You should back up data on the system drive before doing anything.
You would have to remove the system drive, connect this drive to a different PC externally using a USB adapter or internally using the MB: M.2 interface or the SATA interface.
Data on this drive may not be recoverable if Windows Device Encryption (BitLocker Light) is active.
Regards

Thanks. I will try the W11 forum. I t doesnt let me uninstall any updates, When I try system reistore is says: you must enable system protection on this drive. It does not let me reinstall windows. The sfc scan tells me it repaired corrupted files and I should restart the computer. If I do that and run the scan again, the same message comes up. When I do DISM scans it can't recgnize any commands. Last week I had a windows update, but can't remember which one it was. I'm downloading the windows 11 installation usb from my laptop now, hopefully that works
