An HP Slimline Desktop - 260-a010 (V8P51AA) according to: https://support.hp.com/us-en/document/c05128991 and: https://support.hp.com/us-en/document/c05105345, has been fitted with the Geneva-P motherboard (SSID: 821D) and HP says that it can support up to 2 x 8GB of DDR3 PC3L-12800, 1600 MHz, Non-EEC, Unbuffered, SODIMM, 204-pin RAM sticks.
The specs also reveal that this PC supports the Intel Pentium J3710 (Braswell-D) Quad Core processor only. The processor is not upgradeable.
Speaking of the non-upgradable Pentium J3710, this processor sports an extremely low single core score, and can barely handle email and light web browsing.
Now, according to: https://www.intel.com/content/www/us/en/products/sku/91532/intel-pentium-processor-j3710-2m-cache-up..., this processor's max RAM size is stated to be only 8GB.
So, to answer your question, quote: "Can the hp 260-a010 pc make effective use of 12 Gb of RAM?", please take a look at the RAM scores of these HP 260-a010 desktops: UserBenchmark: HP 260-a010 Compatible Components, and the answer is, unfortunately: with RAM scores in the teens and low twenties -no, not really.
