I pointed my mouse at all the icons and hovered over the blue E for a long time but no baloon came up.  Each icon told what it was but didn't stay long then nothing. my f1 key didn't do anything.

When you hovered over the mostly-yellow icon, what did it briefly say that it was?

In the above, the icons are:

1. Windows "start" button

2. Internet Explorer

3.

4. Google Chrome

5. Firefox

So, on your computer, when you "hover" the mouse, what do you see for the mostly-yellow icon that I see as #3 ?

Close-enough for jazz, as my woodwind music teacher used to say.

Close only counts in horseshoes & hand-grenades, and in one intimate situation that should not be mentioned here.

> Double-click the 'I:' drive-letter, which is your CD/DVD reader/writer.

> Right-mouse-button click on those "pending" files, one-by-one, and choose to "remove" them from that "pending" queue.

> Close "File Explorer".

> Open/close the drive-tray, and see if Windows will now read the media, and let VLC access the content.

Loop: see loop.

I got into the cd rom file but there isn't any pending files.  it has change letters and paths but does not have the letter j listed on its list.   it also says no media.         what is loop?

That image you posted shows two "pending" files, waiting for you to insert "writable" CD/DVD media, and then to click "burn".

Today:

Before today, did you delete those two "pending" files?  You must have done so!

> it has change letters and paths but does not have the letter j listed on its list.

That image that you posted used 'I' ("eye") not 'J' ("jay").

What drive-letter has Windows assigned to your CD/DVD device?

> it also says no media.

That is the correct response.  Is there any media in 'I' ("eye") ?

> what is loop?

It is you, when you get an answer, and then you forgetting that you asked the question that has received an answer.

Note that the image you posted includes:

Note that 'J' ("jay") is your external disk-drive.

The vertical "scroll-bar" hides the drive-letter that Windows  assigned to 'DVD RW Drive'.  Sigh.

I didn't know what was pending files thought they were in the file explorer. i also thought the letter j was what you said should be the letter rather than I which is the letter assigned to it. no media in I  .
