Hi:
If your notebook cannot connect to a cellular network, the required WWAN adapter is not installed that is needed to connect to a cellular network.
All the SIM card does is to allow you to use your cell phone provider's network.
In order to have cellular, your notebook must have one of the WWAN adapters listed in chapter 3 of the service manual showing up in the device manager under the Network adapter device manager category.

Hardly any Elitebooks come with that expensive option. They all come with a SIM card slot.

You're very welcome.
As I replied earlier, the WWAN hardware is missing so no drivers will install for hardware that doesn't exist.
You need to check to make sure your notebook has the required WWAN antennas in the area where the WWAN card goes and purchase one of the supported WWAN adapters listed in chapter 3 of the service manual in order for the SIM card to work.
The card you buy must have the HP part number on it or it will not work.
