when I turn on computer, I get yhe following "A Hyper Transport sync flood error occured on last boot" nothing works. Is this a hardware problem? What can I do?

Do a Google-search for "Hyper Transport sync flood error".
I did.
Are you "overclocking" your computer? If you do not know what that is, then you are not overclocking.
Otherwise, those search-results indicate that your AMD CPU is failing.
If your computer is under warranty, contact HP, to get it repaired/replaced.
If the warranty has ended, then take it to a qualified computer technician, to get professional trouble-shooting, and the installation of a replacement CPU.

What exact product do you have? There are many Touchsmart 300 PC's.
Can you enter the Setup Menu by tapping "ESC' at boot?
Run System Diagnostics if it possible to boot to aCD or USB stick at this point. You can check this site for a downloadable version of UEFI diagnostics if your PC is fairly new or Vision Diagnostics if your PC is four years or older. Or download the 3-in-1 USB key.
It is possible the processor is failing. This may be true if your PC has an AMD processor.

my version of touchsmart is 1300 series. I can't download anything from the site you suggested.I'm 85 and would like to know if it would be better to get a new computer than fix it. I had windows 10 when this happend. Had to restore, lost win 10 and now have win 7.

Having this same issue when recovering back to the HP Windows 7 factory image probably means your processor is in trouble.
You could try to replace the processor if this is the only issue. There could also be motherboard issues or the power supply brick.
Only a local technician could determine what needs to be replaced.
Maybe a new PC would be the way to go.
It would not hurt to see if the cost to repair is less than buying a new PC.

The processor is the brains of your PC.
Touchsmart 1300 is not an exact product number. I don't what AMD processor you have.
But here is an example of a processor that may work in your PC. Don't buy this processor.
This processor is hard to get; Newegg has none for sale.
Amazon has two left. It is $24.95
Take your PC to a local tech for an estimate on total repair cost. You may have more than just a CPU problem.

Since your computer was running Windows 10, you were granted a "digital entitlement" to reinstall Windows 10, at any time, at no cost to you.
The 'CPU' is the "central processing unit". It is the "heart" of your computer -- controlling the RAM, the disk-drive, the mouse, the keyboard, the display, the CD/DVD drive. Compare to the engine in an automobile -- sometimes, the engine can fail, while the tires are good, and the gas-tank is full. A good auto-mechanic can repair the engine -- you don't need to buy a new automobile. Similarly, a good computer technician can easily replace the CPU, and "rescue" your computer.
