The BIOS file is configured to run in Windows. What you download is not intended for installation in the manner you are asking. In the old days, the BIOS was updated from DOS but many of the updates are now run inside of Windows.
Here are the instructions for inside Windows. Instruction for doing it from DOS are below;
INSTALLATION INSTRUCTIONS:
1. Download the file by clicking the "Download" or "Obtain Software" button and
saving the file to a folder on your hard drive (make a note of the folder where
the downloaded file is saved).
2. Double-click the downloaded file and follow the on-screen instructions.
If you wish to do it from DOS, here are the instructions
Creating a Bootable USB Flash Media Device
Requirements:
A. A computer with USB ports and floppy drive (or an external USB floppy drive).
B. Microsoft Windows (Win 95 OSR2 or later) Startup diskette or DOS/FreeDOS Bootable
diskette with fdisk.exe and sys.com files on the diskette.
Procedure:
NOTE: Please read the following procedure completely before attempting to make the USB flash media device bootable. If you are not comfortable with the steps, please do not attempt this procedure. Data loss can result from improper execution.
1. Turn off power to the computer.
2. Insert the USB flash media device into any of the computer’s USB ports.
**Note: Unplug all USB storage devices (except USB Floppy drive)
connected to the system other than the USB flash media device that you
plan to make bootable.**
3. Insert Startup diskette or DOS Bootable diskette into an attached USB floppy drive.
4. Turn on power to the computer to boot from the Startup diskette.
5. Run Fdisk from the "A:\" prompt by typing "Fdisk" and pressing Enter.
6. If prompted, select Yes ("Y") to enable Large Disk support and
answer "Yes" to any other questions that appear on the screen.
7. Select option number "5" to show multiple drives in the system. Write
down the partition drive letter that has been assigned to the USB flash
media device. The drive letter is required to complete step 9. The
drive letter should also display the respective capacity (in Megabytes)
of the USB flash media device.
**IMPORTANT: Data loss can occur if the correct drive letter is not
noted.**
8. Exit out of the Fdisk program by pressing the Esc key several times
until you are back to the "A:\" prompt.
9. At the "A:\" prompt, type "Sys X:" where "X:" represents the drive letter
for the USB flash media device noted in Step 7 above. Reconfirm that you
have entered the correct drive letter for the USB flash media device. If
confirmed, press Enter. You will then see the message "System transfer
successful" if successful.
**IMPORTANT: Make sure you have typed the correct drive letter noted in
Step 7 or data loss can occur.**
10. Remove the diskette and reboot the system. Do not remove the USB flash
media device from the port it was originally inserted into.
11. The system will boot the USB flash media device as drive "C:"
12. Any of the supported systems can now be booted from this USB flash media
device.

This maual indicates on topic 3.2.2 the processors that will work without problems.
http://h10032.www1.hp.com/ctg/Manual/c01202501
The "invalid microcode" means the processor is not supported by the BIOS and motherboard. Pick a supported CPU.

Thank you for kindness. Current mounted cpu is an e4600 that is not listed in the topic table 3.3.2. This cpu works fine. The current bios version is 786F1V.01.04. M.B. HP0AACh. In official HP website, are indicated three different files to update old bios. The first is
Image Flash utility, and the Assign Password utility, for the supported desktop
models and operating systems.
The Replicated Setup utility enables system settings to be ''replicated''
throughout an enterprise.
The Image Flash utility can be used to replace the initial splash screen image.
This package contains a utility that can be used to install or upgrade the processor microcode for HP 786F BIOS Family Computers with Intel Processors. This utility works with the supported operating systems.
the third is
This package provides the HP Business Desktop System Firmware Package for supported models running a supported operating system.
I think that second is good. Cpuid of e4600, (6FD), is compatibile with cpuid of e8600 (01067Ah) after update.
Is it right? for your experience, what bios should be fine?
how to install it? my pc does not have a floppy drive. Thanks again for help

I did some checking on the question about using the e8600 CPU. On another thread - https://h30434.www3.hp.com/t5/Desktop-Hardware-and-Upgrade-Questions/DC7800SFF-E8600-CPU/td-p/603924... - I found a seemingly newer manual that indicates the list of supported CPU's.
http://www.bbt.si/modules/uploader/uploads/s_product/file/hp-dc7800_copy3.pdf
On page 9 is a list of many more processors and the e8600 is on the list. It would seem the newer BIOS will add the CPU microcode for the additional CPU's. I am no expert in BIOS but your conclusion seems to be valid on using the sp51245.exe update. That version is slightly newer than the present BIOS and it will not harm anything by installing the update.

thank mr.dean old man. Its news is useful and they are helping me to solve the problem. For this reason, I'm looking for tutorials on youtube that explain step by step the procedure for bios update using a pen drive.usb. Unfortunately, I can not understand the procedure well. For example, after formatting the pen drive to have a boot procedure in dos, what should I install on it? the ram folder 73582 and the 51245 cpu folder? of these folders, what are the files I need to transfer to the pen drive? Thanks for your help
