The standard function keys have to be accessed by holding down the fn key.
In laptops the F1 F2 keys etc are assigned to be volume controls, in a mode called access function key.
However the BIOS in the laptop allows this to be overidden.
However the desktop BIOS doesn't provide the option.
How can I disable the access mode, so when I just hit F2 I get F2 instead of volume-

Purchase a different keyboard for your desktop, and connect it, in place of your current keyboard.
Such a "standard" keyboard will not have a "FN" nor a "FN LOCK" key -- pressing the F2 key will send "F2" to the active window.
