Here is the spec page
Is that the PC in question? If "Yes" then it comes with Windows 10 Home. If you bought it new, then the setup should have led you through how to get signed in. If you do not remember or it was not new, then you can make it new again by reinstalling Windows 10. We are not allowed, in the forum, to show how to bypass the sign-in. Google for that method.
If reinstalling is the option that seems to fit, then go here with a working PC and make the install media of DVD or USB.
https://www.microsoft.com/en-us/software-download/windows10
Scroll down to the "Using the tool to create installation media." Follow the directions and then reinstall Windows on this problem PC.
If that seems beyond your skill level, ask for someone to help.
