In the larger workstations using WiFi and Bluetooth the non-VPro version of that Intel module have been used mounted in a small HP PCIe card with a backplane-attached dual band antenna. I did a series of posts on figuring that all out. The bluetooth driver is in-box for W11 as is the WiFi driver. Those larger workstations and that PCIe card need a second cable to attach to a USB motherboard header for Bluetooth to work. That is not the case if there is a small dedicated M.2 port for the wireless/BT module... that has special traces on the motherboard to take care of getting Bluetooth working.
However, there needs to be a BT antenna lead for BT to work properly. The link HERE shows a case where only 1 antenna lead was present plus also shows a pic of the same Mini model when both WiFi and BT leads were present. Lead 1 is for WiFi and Lead 2 is for BT in that case. By the way that silver ribbed narrow heatsink is a nice one from HP for when you have 2 M.2 sticks jammed together in a tight space. In the lower pic it looks like HP attached Lead 1 to the corner antenna attachment ("Aux" on the Intel module) and Lead 2 to the adjacent more central one ("Main"). In my experience with the external dual band antenna it does not really seem to make a difference where the lead is attached to, but not having Lead 2 is not good, however. That can be fixed.

Installing the driver from the HP website activated Bluetooth.
However, the standard Windows 11 driver from the update center did not help.
In my experience, Bluetooth uses the USB bus in these modules, but there were no unknown devices (without drivers) in the device manager. Most likely, installing the original driver activated the additional USB bus
