in my laptop flashing boot block issue continuously seeing

@Ranjan_chy -- it is possible that the "BIOS Update" procedure has failed, with some "issue".

 

If your computer is less than 12 months old, contact HP Support, and exercise the HP Warranty, to have HP repair/replace the computer, at their cost. If the computer is older than that, you will have to pay HP to repair your computer.
