So when I got the pc, I wanted to try linux, so I installed archlinux and replaced windows 11 pro it came with. After sometimes i decided to go back to windows. so I installed back everything, downloaded all the drivers from windows update and installed it. But the problem I'm facing is that my pc fan just stays slow and doesn't ramp up with the cpu load. I download cinabench and ran, it jumps to 95-98 degree celcius within 5 seconds but the cpu cooler fan just stays slow, doesn't ramp up or anything. Pls advise.

Well, that's a head scratcher.

Is the PC under any kind of warranty from the seller?

I can't find any drivers on W10 or W11 for your PC. That's very unusual. A newer BIOS might have helped but that's a no go!

Fan settings are usually baked into the BIOS on HP PCs meaning you cannot manually tweak fan curves.

And, I guess you are not getting any startup fan error messages.

Have you tried setting the BIOS to defaults or resetting CMOS by using the MB jumpers (if available) or by removing the CR2032 CMOS battery?

Maybe try a different fan to see how it goes?? Or reapply CPU TIM.

Regards
