Do the keyboard LEDs light up briefly then powered on?
Does the keyboard CAPS lock turn the LED on and off? If so, it is possible the system is working but the monitor is bad. That can be tested using a TV set or another monitor.
Did anything unusual happen since the day before? like power outage, windows update or add hardware?
From what you described doing it appears the system is not working. A good technician can tell if power supply or motherboard.
If you send it in for repair be sure to specify the disk not be erased. Alternately remove disk drive. You can discuss the problem with the data and see that the repair center suggests.

It is possible the repair might be more than the cost of a used motherboard so you need to find out if the problem is the motherboard or power suopply

Memory requirements are DDR3-12800
If one of the sticks has that value, put it in slot DIMM-0
See if it boots with just one stick.

you are correct if you remove the memory the motherboard should still beep although my HP pro 3400 does not have a speaker. Of course the CPU has to be working because it's making the beep

Forgot to ask if you tried holding down the power on button for 30 seconds.
