This is almost certainly an indication of failing video hardware -- the screen, the internal video chipset, or a loos video cable -- or any combination of these.
You would need to use the HDMI port on the back of the All-in-One to connect an external monitor.
If that has the same issues, then the problem is not the screen and not a loose video cable, but the internal video chipset.
If that does NOT have the same issues, then the issue is the screen and/or a loose video cable.
But like with laptops, checking this out is a very very difficult and very expensive process. You have to open the case to check out the cable and doing that is a very risky process that can easily crack the screen, as is replacing the case -- so don't be surprised if a repair place is unwilling to do the work.
And. since HP does not do repairs to used equipment, so you are stuck with having to find a repair place on your own.
Unfortunately, all too often, folks buy these kinds of PCs for convenience and don't anticipate the problems they are going to run into if the PCs later need servicing. If this model is still new enough to be covered under the original warranty, you should contact where you bought it to see about returning it for a refund -- and purchase something different like an actual desktop PC.
