I've tried the recommended approaches to rebooting in safe mode. None work. I just get a black screen.

Hello

 

You should be able to get to the Windows Recovery Environment if you can't load Windows by interrupting the boot sequence by shutting down before Windows attempts to run. Do this three times.

 

Do a restart while depressing and holding down the "Shift key" if you can run Windows.

 

Select Troubleshoot at the next menu.

Select Advanced Options

 

Select Startup Settings

Select "Restart".

 

Select "F4" to enter Safe Mode.

Sorry to hear this does not work. I have used this procedure successfully on many PCs.

 

Can you use windows normally? Are you getting any other error messages when you start your PC?

 

Why do you need Safe Mode? I only use Safe Mode when I have a problem.

I need to disable signature enforcement to see if I can get a legacy program to work in win11.

Well, you should be able to start in Safe mode using previous instructions unless you have system file corruption or a hardware problem.
