this is my pc, it has 16 gb of ram that is meant to run at 3200mhz but is instead running at 2667mhz according to task manager, my brother has exactly the same pc and his ram is running at 3200mhz but mine is not. I have tried looking into the bios but there is no xmp option and i cannot access advanced settings
i have looked at many videos but can not figure out how to increase it back to normal because i cannot find xmp or ad

Compare the memory using the following commands
Using the windows command prompt, please run the following command and report back what it reveals

You have a pair of 8gb memory. The latest bios is F.25 for ROM ID 8860 and looking at the bios history I did not see anything related to memory or XMP. Unaccountably, your serial number was not in the HP database but the product number was. Usually the serial number is used to lookup parts to see what the recommended memory is.
Does your brother have a single 16gb or a pair of 8gb?
Note that your pair of 8gb has an effective speed of 5334 since both sticks of memory are fetched at the same instant.
Your product number 424W2PA is fully supported for cloud factory recovery
HP is removing cloud recovery for many systems over 5 years old.
You may want to go here and get a copy of your cloud recovery before it is too late as there will be no warning when it is removed from downloads.

The memory is mixed. I suspect the problem is the Samsung but that is not %100 certain
what does your brothers PC show?
This probably will run at 3200a as long as it has the same part number

See if you can return the memory and get one that matches.
I've run into the same problem myself.
You should also contact HP and find why your serial number is not recognized. I did a lookup in USA and HongKong and it was not in the database. Maybe it will show up eventually ???
You should also get a copy of the factory restore and save it on a flash drivel permanently.
The following wmic is useful to find out what type of NVMe you have and you can lookup the manufacturer to see if there are any firmware updates to the NVMe/SSD

for example
If you have powershell then run it from the administrators command prompt to get better information:
