@Hcalhoun2 -- So back on windows 10 dark again. The cpu pops up constantly.
By "dark", do you mean a "bootleg" version of Windows 10, that has been tweaked to avoid the "activation" of the product-key?
Note that if your computer has the original product-key for Windows 7, then you can use that product-key to install Windows 10, and it will successfully "activate" with Microsoft. No need to "go dark".
When the CPU "pops-up", open the Windows "Process Monitor", and you may use it to view which task in Windows is consuming the most CPU resource.

Looking at bottom, it has a windows 10 embedded key in the mobo. I take it you never heard of 10 dark mode?
So no I don't have to input the 10 key the mobile dose that and activates.
That aside. The copy of 7 downloaded from hp also inject the serial number.
I'm confused to why hp would include 7 as a option if the im guessing for older versions this model. That could explain why the Intel driver won't load. Does not the magnifier and big q why no warning from hp about the cpu not supported and cause errors.

Use the cloud copy from HP then upgrade wo Windows 10. Can you explain what you mean by "cpu popping up"?
Also "Windows 10 dark mode" the only dark mode I know is the theme.
To enable dark mode, navigate to Settings > Personalization > Colors, then open the drop-down menu for "Choose your color" and pick Light, Dark, or Custom. Light or Dark changes the look of the Windows Start menu and the built-in apps. By choosing Custom, you can mix and match to get the best of Light and Dark.

Your "take" is wrong.
There is a bootleg version of Windows that is nicknamed "Dark" or "Black".
There is the "dark" Windows theme, as the Other Person has mentioned.
There is the symptom of a "dark" screen (screen barely visible only in a pitch-black basement room) when the "video inverter" component behind the display screen has stopped working.
