My school changed IT companies and after trying to reimage to the new domain an HP 17 asks to restart and displays inaccessible boot device, then opens recovery screen and displays error code 0xc0000225. I've been searching through internet and HP and created a windows 11 recovery, but can't get it to run the recovery usb.

The only suggestion I can offer would be to clean install W11 by making a W11 USB installation flash drive from the link below (2nd option).
Download Windows 11 (microsoft.com)
Since the PC has an Intel 11th generation core processor, you have to load the Intel storage controller drivers when you are at the screen where you install Windows on the drive.
I have zipped up and attached the Intel storage controller drivers that Windows needs to find the drive.
The attached file is good for both W10 & W11.
Copy all of the files in both folders in the attached file to a USB flash drive.
Have the flash drive and your Windows installation media plugged into USB ports.
Boot from the W10/W11 installation flash drive.
When you get to the screen where no drives can be found, click on the Load driver option, browse to the flash drive with the storage controller drivers on it.
If you check the box, it will only include the compatible driver.
Click Next, and W11 should install.
After W11 has completed installing, you can install the drivers and available software from the notebook's support page.

thanks for the help and zip, but I have the same result. I'm never prompted to select a boot drive. Instant need to restart message going into recovery screen. enter to try again, f1 to enter recovery environment, f8 for start up, esc for uefi firmware settings. each is a different rabbit hole to nowhere.

If you are following the below procedure to boot from the Windows installation flash drive, I do not know what the problem could be.
Have the flash drive plugged into the PC's USB port.
Turn on or restart the PC.
Immediately tap the ESC key to get the menu of options.
Select the F9 boot options menu, and from that, select the USB flash drive with Windows on it and press the Enter key.
The PC should boot from the flash drive.
The Windows installation files should load, and you go through the installation steps.

I can get to the selection, but when I press enter to select an option in the file explorer it resets my choices. I'm obviously missing something. This device is enterprise enrolled and this problem came about because it was reimaged. I must admit that my experience is limited.
