Edits - Update Content

iCloud is Apple software / storage .

There is an option for PC:

Download iCloud for Windows

If there are problems with iCloud, really anything that is related to getting it onto your Windows 10 system to how it works, you are going to want (need) to search the net / get help from Apple / iCloud.  Windows, in other words, officer little help for resolving iCloud issues - Windows tolerates the application, of course, but Windows cannot "fix" iCloud when the app stops working.  (My experience - others might have better luck.)

I've not had the particular issue you describe -  most anything else that can break, stop working, hang, or fizzle, I can attest - personal experience:  iCloud is great while it works and just flat out stubborn when it breaks.

Update - Works (for now)

Just installed iCloud (had recently reloaded Windows 10 and iCloud was not yet reinstalled).

Already owned the app - no download / get issues from the Microsoft Store.

Signed in (using Apple Account credentials)

Application started / opened  / attached itself to the permanent icon list

Adjusted app settings.

Opened the app photo list - photos are uploading to PC - takes a little time...

Adjust settings (Optional)

Windows Start > All Apps > Right-Click iCloud > Pin to Start

and

Windows Start > All Apps > Right-Click iCloud > More >  Pin to TaskBar

So far - So good...

I've learned that regardless of initial success, iCloud might later stop working for reasons I've never uncovered.

What if it breaks?

What to do?

Take it all out:  Uninstall / remove app from Settings > Apps > Apps and Features

Restart computer and log in

Open Microsoft store and grab (get) a new copy of the iCloud app.

Start over, in other words, and hope it works this time...
