Windows Media Center was dropped by Microsoft. Windows 7 was the last build to have that feature. There are other third party software packages available, however, here is an article

I would expect the MediaPortal to be the closest to Windows Media Center

The drivers for the avermedia ntsc/atsc a327 tuner will need to installed, first. Google for that info as HP does not provide them for Windows 10 but AverMedia may.
BTW: I need to add that unless you are using the TV card to tune digital OTA TV channels, there will be limited or no analog channels around, anymore. And, most cable systems have gone to a system that will not allow the tuner card to receive TV from their system without a converter box.
I'm not an HP employee.
