i want to enter the bios xmp system, since my ram isnt going in its full potential

I looked at the bios revision history of your system and there is no mention of XMP.   If HP released an XMP feature it would be listed.

 

Try the Ryzen Master, read about it and download it here

 

If you get errors running at the speed the memory is rated for then the memory is probably not designed for your system.

 

Did you upgrade your existing memory?  Was there a change in memory speed due to hardware of software?

i did upgrade my ram from 8gb too 16gb

(1)If you added an 8 to an existing 8 to get 16 then the following this is one possibility

A single 8gb runs at 2666 (for example)

In dual channel mode the pair of 8gb run at 2133 unexpectedly

In actuality they are running at 4266 since they are accessed concurrently.  This is usually considered a feature not a bug.

 

(2)If you replaced a pair of 4gb with a pair of 8gb and the speed dropped to 2133 then it is likely the new memory is not recognized by the BIOS.  You probably need genuine HP memory  and even then the memory identifying codes (SPD) are not recognized by the BIOS as possibly the memory is newer and uses different manufacture memory chips.
