I'm not sure which date you are looking at.
Windows tracks "creation date" and "modified date".
If Windows Update "replaces" a file, does that count as being "modified" ?
Probably not.
From my Windows 7 Professional System:
This shows "File Version: 6.1.7601.23755", and "Date modified: 30/03/2017 08:03 AM".

On my Windows 7 Professional system, I have:
Directory of C:\Windows\System32
30/03/2017 08:03 AM 46,080 rundll32.exe
1 File(s) 46,080 bytes
Directory of C:\Windows\SysWOW64
30/03/2017 07:58 AM 45,056 rundll32.exe
1 File(s) 45,056 bytes
Which of those 2 files is "missing" ?
