What are you trying to do?  I will assume that you want to boot from USB, and do not have a "general" problem with USB devices on your computer.

I doubt whether "resetting the BIOS" is the proper action to attempt.

When you connect a USB keyboard, does any lamp on the keyboard light up, to indicate that the keyboard is receiving power from the motherboard?

When you connect a laser-mouse, does the laser on the bottom of the mouse light up, to indicate that the mouse is receiving power from the motherboard?

Are you trying to boot from files on a USB memory-stick?

Is that stick properly recognized when connected to any other computer?

Is there a "setup.exe" file in the root-directory of the file-system on that memory-stick?

Connect the USB memory-stick. When you power-on your computer, press ESCAPE, and then press the indicated key to enter BIOS SETUP. Is the memory-stick listed as a detected device? Check the "Boot" menu.  In what order are listed the various bootable devices -- disk-drive? CD/DVD? USB memory-stick? Do you need to "add" the USB memory-stick as an eligible device, and/or promote it to be the first device in that list?

thank you for the reply.  the client told me their "it' guy accidentally turned off the usb option in the bios.  i've tried using a usb wired board (and usb mouse does this too) , but numlock blinks for one second and it does not work to hit esc and get to the boot options.

i thought if i reset the bios to default, the usb keyboard will be seen again.

thanks for the help!

This is a "user-to-user" forum, not an official path to contact HP Support.

Did you try removing the battery, disconnecting the AC power, and holding-down the ON/OFF button for 10 seconds?

Then, reconnect the AC power, without reinserting the battery, and then starting-up the computer?

At that point, since the battery is not "supporting" the CMOS that holds the BIOS settings, you might get a message about "BIOS failure. Default BIOS settings have been loaded" and/or a message that the value of the RTC (Real Time Clock) needs to be reset.

The manuals for your HP ENVY 23-o014 All-in-One Desktop PC

are all "pictures" -- no text, and no description of how to "reset the BIOS settings".  Sigh.

But, there is a link to: HP and Compaq Desktop PCs - Motherboard Specifications (Layia)

that shows a picture of the motherboard, but the picture is so "grainy" that I cannot see either a "jumper-block" or a button that must be pushed to accomplish the reset. Sigh.  Maybe, "in-real-life", you can identify that hardware ???
