I installed a new motherboard with onboard AMD A8-6410 cpu. On start-up the monitor displays two identical images split 50/50 top and bottom.

See if it happens with an external monitor or tv set.
If it works fine with second monitor then the LCD display is not compatible with the video on the motherboard.
Can you compare the old motherboard to the new one> Same version?
what is the product ID of the AIO 23?
HP part number of new motherboard? Old motherboard?

HP all in one Pavilion 23 with AMD A8-6410 processor. The monitor is part of a single piece unit, motherboards are identical. SCM4160 489, the monitor connects with a FLEX cable from Motherboard to monitor, not a standard monitor connection.

Correct, but please try an external monitor I assume your system has an HDMI port for external monitor.

Can you simply use a mouse and drag the line separating the two windows down?

The motherboards may be identical but some of the chips may be different.
For example, the following three motherboards are all
but the HP part numbers are way different.
Please check the HP part number on old and replacement.
Where did you buy the motherboard? Got a link? What is your product ID?
Bring up the device manager and try deleting the display adapter and be sure to check the box to remove the driver.
I do not have an AIO so possibly the display adapter may be called the "hid touch device" or whatever.
