Hello
With the given pieces of information i can't find an issue but that the mouse has been placed on an unstable surface or that surface is covered with dust and small particles.
Try to connect the mouse to another computer and see if the pointer is still moving. If so, maybe it's the time to get a new mouse.
If the mouse is a wireless, using either a dongle or Bluetooth to connect, maybe there are other wireless devices that distorting the signals but this is very rare with current technology!
Regardless the type of the mouse, its pointer should be stable unless that there is a software that controls the pointer or nothing external affecting its performance.
