I sent my computer in to get fixed and now all my files and downloads are gone.

Welcome to the HP Forum.

 

Every PC manufacturer I have dealt with will reinstall the operating system (the factory OS image) when the PC is serviced at the factory.

 

HP should have warned you to back up data prior to returning your PC to HP for service. I am sure HP documentation exists, and this documentation should be in your possession, to back up data.
