Greetings,

Welcome to the forum.

I am not a HP employee.

I would run a full HP Diagnostics (Link) on all hardware. HP has Legacy diagnostics and the newer UEFI diagnostics. Please provide your PC's product number for better help.

Power on, tap "ESC", then "F2". Run all system tests. The HDD or RAM may be in trouble. Failing any tests may require hardware replacements.

Another possibility is a corrupted boot loader. This article (Link) may be able to help. You will have to download Windows 10 (W10) installation media and create a bootable W10 setup disk. The article has links on how to do this. You may have to use the command prompt to fix the Master Boot Record.

You have already progressed through the boot loader problem to diagnosing your PC. So things don't look good at this point.

You also may have just updated to Windows 10, version 1809 and something has gone wrong.

You may have to pull the HDD, connect this device to a different PC internally or with a SATA/USB HDD caddy to get any data you need.

Worst case scenario is a clean Windows 10 install after you get the data you may need from the current HDD. A hardware problem such a a bad HDD will also need a clean W10 install.

You can avoid future operating installations by backing up full disk images to external media by using Windows Backup and Restore or third party programs such as Macrium Reflect Free.
