My monitor 's display is horribly bright and I can't read the words. the monitor works great hooked up to other PC's so the trouble is not with the monitor!! How do I fix this from my PC?

I'll be glad to help you out, however, for an accurate solution I will need more details:
Which operating system are you using?
Have you attempted to connect another display to this computer's tower and check if it works?
When was the last time it worked without these issues?
In the meantime, please try the steps mentioned below:
I looked into this computer's specifications and I see that this computer came with windows 7. Hence going with that. 🙂

In Windows 7, click Start, click Control Panel, then click Display.

To change the size of text and windows, click Medium or Larger, then click Apply.

Right-click the desktop and click Screen resolution.

Click the image of the monitor that you want to adjust.

To change the screen size for the selected monitor, select a resolution from the menu, then click Apply.
We recommend in most circumstances to use the native resolution of the monitor, which is marked as Recommended.

Right-click the desktop and click Screen resolution.

To change the orientation between landscape and portrait or to flip the orientation, select an option from the Resolution menu, then click Apply.
A confirmation window opens.

Click Keep changes to save the settings, or click Revert to cancel the change.

My PC is p6347 c-b Windows 7. My monitor is HP w2338h.As I explained earlier I was having trouble reading my 0n moniter It got brighter and brighter. I assumed I needed a new moniter. I went out and got HP HD 27 q. Hooked it up with new cords and its still happening! I tried it on another computer and it didn't happed. Beautiful picture! I tried my old monitor on the other computer as well and beautiful picture! I now have 2 wonderfull monitors and my PC that wont work right!! I had tried ALL the suggestions you gave me before I even got a new moniter and nothing works. Please help me out and tell me how this can be fixed.

As I understand you have diagnosed the issue to be with the computer, don't worry I'll do my best to help you with this.
Could you let me know how are you connecting the monitor? Is it using HDMI/VGA/DVI/Display port
In the meantime, let's try these steps here:
Let's start off by updating the Chipset and graphics card drivers on your PC from our HP support website, using this link.
Chipset drivers: https://ftp.hp.com/pub/softlib/software11/COL31493/pv-78246-1/sp44523.exe
Graphics drivers: https://ftp.hp.com/pub/softlib/software11/COL31604/pv-78462-1/sp44513.exe
Once done, restart the computer and check.
Alternatively, you can also try to follow these steps here: Adjust the display brightness in Windows

In Windows, search for and open Power Options.

Move the slider for screen brightness to the right (maximum).

nothing worked!! I could n't install the chip or graphics card update because it says my system does not have the requirements!!??I screwed up my monitor calibrations trying to fix it!!! I am beyond frustrated!!!!!!

I am beyond frustrated!!!!!!I am connected now via vga to HDMI, which works with my other pc when it is connected. THIS MONITOR AND MY OLD ONE WORKS GREAT with the other PC. My old pc moniter was not changed at all, its settings etc, then it got so bad I had to replace!! or so I thought. I now can barely read what I am writting to you!!!!

Windows has "themes" (collections of pictures & fonts & screen-colours) and, independently, the ability to set the font for the Windows Desktop, and the background colour. What you may have done is to "customize" those settings, i.e., "cream" coloured text with a "white" background, to make it difficult to read.
The settings are for Windows, not for the monitor.
So, your monitor works fine when connected to some other computer, with "better" settings.

Nothing has changed!!! I am freaking out that no one there can help me!!!! In the first place I had NEVER CHANGED MY TRIED AND TRUE SETTINGS. THIS HAPPENED OVER TIME . i CALIBRATED MY SETTINGS BUT THAT ONLY SCREWED UP MY NEW MONITOR.. OTHER COMPUTERS HAVE NO PROBLEM WITH THIS NEW OR OLDER MONITER SO IT IS DEFFINATELY THE COMPUTER.SOMEBODY IN HP PLEASE HELP ME!!!!!!
