If by "upgrade", you mean install a new OS version but keep all the settings, user data, and applications -- sorry, but most likely the answer is no.

Why?

Because Microsoft has not offered the Anytime Upgrade, which you would need, for Vista for many years now.  And without that, you would be faced with installing a new OS version, which would be Retail, and that would not come with the HP drivers needed for your PC, and HP does not make any drivers newer than Vista.

You would have to purchase a new license for Win7, Win8x, or Win10, obtain the media in DVD form, and then see if your PC will boot from that media in the drive.  IF it did work, then you would have to do a clean-install and that will overwrite everything on your drive, taking all your settings, user data, and applications with it.

The other issue is that, even if you were able to install a new OS version, with hardware that old, it's likely that you will not be able to find drivers for your hardware for the newer OS version.
