Welcome to the HP Forum.
Congratulations on the purchase of your new HP PC, enjoy!
I would back up data on your old PC to an external drive so you can copy the data to the new PC.
You also might have some purchased software on your old PC you would like to install on the new PC. Get the product keys for the software so you can activate the software on the new PC.
Your PC may ship with Device Encryption enabled. Device Encryption, found in Control Panel, uses BitLocker lite to encrypt the system drive.
You should backup the BitLocker recovery key in case you need it to unlock the drive in the future. The data on the new PC's system drive will be lost and you will have to reinstall W11 if Windows asks for the recovery key and you don't have it.

Please read this linked HP document about Bit Locker (Windows Pro/Enterprise versions) and Device Encryption (Windows Home versions).
Whole disk encryption is a good thing to do if you store sensitive data on your PC. I move sensitive data to external drives which are only connected to the PC when I need access to the data. So I disable BitLocker/Device Encryption on my Desktop PCs.
HP has been shipping new Windows PCs having Device Encryption enabled by default.
You must backup the BitLocker/Device Encryption recovery key if you don't disable (turn off) Device Encryption.
You will lose access to Windows and all data stored on the operating system disk if Windows asks for the recovery key and you don't have it. You will have to reinstall Windows again.
Another reason to routinely back up data to external media.
