this is the issue on my laptopas you can see every folder has this icon on it

It appears that on at least most of the visible where the little shortcut arrow is missing, a white box has been superimposed in the opposite corner of the shortcut icon.
A couple of ideas:
If you have not done so,
- Make sure Windows Updates are current and installed
- Make sure your HP Software and Drivers are updated and installed
If you have not done so, try rebuilding the icon cache.
Although perhaps unlikely to work - the process only takes a few minutes to try and eliminates this as a source of the problem.
How to Rebuild a Broken Icon Cache in Windows 10
and / or
Replace one or more of the short cuts on the Desktop
As a test, Right-Click on a shortcut >
Open Properties >
Open File Location (wording varies)
Find the executable for the program
Back on the Desktop: Remove (Delete) that shortcut from the Desktop >
Back in "File Location" folder: Right-Click on the executable > Select Send to > Desktop
and / or
Switch ON > Off > On Desktop Icons
Takes only as long as a few seconds plus Restart and log in...
Switch off viewing shortcuts on the Desktop
Restart the computer and log in
Switch on viewing shortcuts on the Desktop
How to:
Right-Click on a clear area of the Desktop > View > toggle Show desktop icons
and / or
Test for any Difference in a new account
Create an additional account on the computer,
Edit the new account and add "Administrative" privileges,
Log out of your main account,
Log into the new account,
Check for any difference.
If the new account has the same problem, the issue might be in the File system.
If new / old accounts have the same problem,
Try / Consider
Windows 10
DISM and sfc
Start cmd with admin
Windows key + X + (then) A (admin cmd prompt)
Run the DISM software first: DISM.exe /Online /Cleanup-image /Restorehealth
Log File: C:\Windows\Logs\DISM\dism.log
Next
Run the sfc software: sfc /scannow
Log File: C:\Windows\Logs\CBS\CBS.log
