Thanks for the images.
The first image indicates the primary system disk may have failed. The second image reflects the PC is halting at the POST screen.
It sounds like you are saying you also have no keyboard or mouse function (a USB problem).
Have you tried starting the PC and repeatedly tapping the "ESC" key to see if you can get to the UEFI Startup Menu?
No luck here would suggest a hardware or BIOS problem.
It is very difficult to diagnose this in a Forum because there are many reasons why this may be happening.
It looks like your PC has a 16 GB M.2 NVME cache drive, probably an Intel Optane setup. I am not a fan of Intel Optane and have never used it.
You will have a boot problem when either the 16 GB drive or the HDD fails or you have drive corruption. The 16 GB drive caches boot files and most used stuff to improve system performance.
Maybe a different Forum member, familiar with Optane, can assist.
Or have a local PC Tech take a look. If you have an Intel Optane problem, the tech could back up data, replace the Intel cache drive setup with a higher capacity SSD, and reinstall the OS on the new SSD.
