Overnight power outage in neighborhood. Now HP Pavillion power button not working. Green light in back is working. Need to access files still on PC. Ethernet cable did not work. Do not have a fortune to spend on repairs or new system. Any other help please??????/ Thank you.

When there are power outages, the damage comes with power SURGES when the power comes back on -- which is one of the main reasons anything like a PC should be connected to mains power through a surge protector -- which I am assuming you do not have, right?
There is really now way NOW to power on the device, so the only way to recover your files is to remove the internal drive and connect it, through a cable, to another PC.
If you are not familiar with doing that, you need to get technical assistance from a local PC or laptop repair facility, as we can do nothing for you from here.
