Without external media, one option is to use the Internal one -- and that is known as a Factory Reset and more often than not, does not work. That's because any number of issues can cause corruption to the Recovery information and when that happens, the reset will not work.
To access that, you press the Esc key repeatedly while rebooting, and when the HP Startup Menu appears, you select the option to do the reset.
Another option would be to use the HP cloud but that's only available for PCs built sine 2016 -- and yours is likely older than that.
