did a system reset to factory settings. Now get error code 0x000000e bios system error. tried to reboot says not available. tried to download from HP could not do. Believe the model name is HP Pavilion 550 Desktop Computer. Not sure if correct model name going from memory. Anyone got a way to repair this problem? Want to donate a working computer to VFW.

While I understand why you tied the reset -- what you did not understand is that a factory reset does not WIPE the drive; instead, it only reformats it -- and anyone with a routine data recovery app can then get back most, if not all, of the personal information stored on the drive.
IF there is no HP Cloud Recovery option available for this model, then your only working choice at this point is to do a reinstall using Microsoft media.
To install Win10 from media, do the following:
1) Use this link to download and create Win10 install media: https://www.microsoft.com/en-us/software-download/windows10
2) insert that into your PC and BOOT boot from it. This will start an installation that should take no more than 30 minutes to complete.
3) If you are forced to use an MSN account for Windows, do not worry, as after you get it up and running, you can later switch to a local account.
4) If you are presented with a window asking for a product key, down near the bottom is a entry you can click to skip that. Do NOT enter a product key, as when you finish and get back online, Windows will check with the Activation Servers, find out your PC was already running Win10 and reactivate it.
5) After you're up and running, go to this HP page and download and install the HP drivers for your model PC: https://support.hp.com/us-en/drivers/selfservice/hp-pavilion-550-100-desktop-pc-series/8499648/model...
