This is suspicious.
Bring up the windows event viewer and look in both applications and in system or timeout messages or video errors. There is probably a lot of junk, but look for the word timeout or kernel error.
Scan for "Malicious" software. Generally speaking this is software that is not considered a virus or trojan. It performs unwanted functions such as downloading newer advertisements or reporting what the users is looking to buy and offering alternative suggestions. Typically free games have these apps.
Type MRT in the windows search bar.
Please provide the Product ID or exact model name for better assistance. Preferably the full product ID including the characters after the # symbol. This code may be needed to find cloud recovery files.

Kernel errors indicate a graphics driver problem
I need your product ID to (hopefully) find a better driver.

Actually, go to the below site and enter either the product ID or the serial number

select software, windows 11, and download the latest graphics driver.

I used your product id to find the specifications of your system.

Unless I am mistaken, you have an RTX-3060 graphics card made by NVidia and also a Ryzen 5-5600G CPU that can also provide graphics. I assume you have your monitor plugged into the NVidia graphics card and it is not plugged into a video connector from the motherboard. Normally the on-board graphics from the CPU is disabled when a discrete card like the NVidia is used.
Please verify you have the RTX-3060 as some HP bundles are customized any you may have a different graphics card or none.
The graphics driver for the NVidia at the HP web site is dated September, 2021 which is old. Go to the NVidia site and download the latest game certified driver. Here is the english one:

Make sure you have BIOS F.12 which was released in 2021
Please upgrade your BIOS diagnostics:
HP releases newer UEFI diagnostics periodically. When you select F2 during boot you are requesting UEFI diagnostics. There is an updated diagnostics package Click Here Look for the phrase 'issues outside the OS', Expand the'+'symbol and click the DOWNLOAD button. This pausing you have is unusual. I have used really old NVidia drivers and have not seen a problem this bad.
Does this happen only during game play? If so, check game requirements.
How much free memory and free disk space do you have? %30 free minimum for memory and disk is good.
Bring up the task manager and look at performance
I show 100 - 24 = 76% free memory and disk space
If you drop below 30% free you may have problems but the 2 second pause is not something I would expect.

I think i figured out the problem. I believe it is not the pc or monitors. I believe it is the mouse. Because when i'm gaming i can still move with WASD. and when i'm watching a video the video continues to play. I don't know what is wrong with the mouse but maybe you have an idea?

This is a gaming system, you should have a USB mouse and possibly one that has gaming controls (extra buttons)
Do not use a bluetooth or wifi mouse as they can lag at at the wrong time.
