No error messages, selecting eufi and restart does not run the eufi settings app, computer goes into normal restart to operating system.

I am trying to access the uefi/bios thru SETTINGS, UPDATE & SECURITY, RECOVERY, TROUBLESHOOT, ADVANCED OPTIONS,
UEFI FIRMWARE SETTINGS AND RESTART. The problem is that when I select restart the OPTIONS SCREEN is not displayed,
but the restart continues on as BOOT to Logon display. I wish to arrange my boot up priorities.
I also tried the Windows--power--shift key and restart---same results.

BIOS Setup Utility information and menu options
Access the BIOS Setup Utility using a series of key presses during the boot process.
Turn off the computer and wait five seconds.
Turn on the computer, and then immediately press the esc key repeatedly until the Startup Menu opens.
Press f10 to open the BIOS Setup Utility.
impossible check and try disable fast startup
