Download malwarebytes here using another computer and copy the install to USB
https://www.malwarebytes.com/mwb-download
Install and run the app. After it cleans then use Microsoft's system file checker to restore any missing or corrupted files
It has to be run from an administrator command prompt

Can you run diagnostics?
Tap the ESC key after powering on and then F2 to run diagnostics at least one pass or the short test
If all ok then try boot into safe mode

I am glad you got it working. If you have any problem in the future you can always restore to windows 10 from the HP cloud
[edit] I looked here and did not see any drivers for windows 11
There are some recent (2022) BIOS updates so be sure to run the HP Support Assistant to see if you need to upgrade.

You have certainly had a problem with windows, an update, a bug
but definitely not hacked
no interest in just accessing the program folder...
and you say you reinstalled windows 10
what do you have to think that:
"other computer has access to my program files"
provide screenshots
