I was typing when my keyboard suddenly stopped working. I replaced the batteries, no good. I went through the reconfig business, still no good. Now the screen will not display the touch keyboard, and the mouse cannot get anything to respond. It is if the toolbar at the bottom of the screen is dead.

Have you tried with a wired keyboard?
If a wired keyboard is working fine, then follow the steps in the below article.

If the wired keyboard is not working, then uninstall the keyboard driver from device manager and then restart the computer.
Here is how it is done.
- Right-click the Start button, then click Device Manager.
- Expand Keyboards then right-click Standard PS/2 Keyboard and click Uninstall.
- When prompted to confirm, click OK.
If the issue persists, I recommend you update the BIOS and the graphics driver from the below link and check if it helps.
