Hi,
I don't know the real problem with your old machine therfore given NO DAMAGES on your old HDD, my suggestion:
(a) Pull the old HDD out from old machine,
(b) Buy and HDD enclosure or adapter for HDD and put old HDD into it,
(c) Use it as an external HDD and you can move files from this external HDD to your new computer.
I've got no idea why they recommeded you to use tapes.
If your old HDD was damages, you would need professional services to recover files.
Regards.
