I have a HP All-In-One 19-3013w and have enjoyed using it but the processor (actually the computer function) is slow and I wonder if processor can be upgraded. If not, how much improvement could I expect by expanding memory which does slow down the PC functkion.

Sorry to say NO, you can't as mentioned on its specs:
The motherboard supports the AMD Kabini E1-2500 APU only. The processor is not upgradable.

First, start the Windows "Task Manager".
Click the "Performance" tab (along the top).
Click the "Resource Monitor" button (towards the bottom).
Close "Task Manager".
Spend some time looking at all the output from "Resource Monitor".
What programs are consuming the most CPU resource?
Is the CPU showing "100% busy", or some much-smaller number?
What programs are causing the most disk I/O?
Are those programs keeping the disk-drive 10% busy? 50% 100% ?
How much RAM is installed?
How much RAM is used?
How much RAM is "free" ?
