I don't have that model PC, but I have the one model newer dc7800 and it runs W10 v1903 just fine.
I don't know of any reason why the dc7700 couldn't run W10.
See this link below...you may still be able to get the upgrade for free...I did it last month on a Dell OptiPlex 7020 PC and it worked.
If you want to try out W10, just click on the blue Update Now button at the link below.
If for some reason it doesn't work to your liking, you have 30 days to go back to W7 as long as you don't delete any files.
If you need help with a couple of drivers that may be needed, let me know.
You will usually need one for the PCI simple communications controller, and the PCI serial port.
You have a great weekend too.

Hi, did the download for win 10 at microsoft, did the save my files, it loaded win 10 pro in and did not have to replace any drivers, has all the factory HP drivers still in it, and it also did the activation & all win updates automatically, what a great set up,thanks again

You're very welcome.
If you have to ever reinstall W10 (such as if you replace the hard drive), when you get to the installation screen where it asks for you to enter a product key, select the 'I don't have a product key' option, and W10 will install and automatically activate once you are connected to the internet.
