As I Understand your windows defender isn't working,

Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details: 

When was the last time it worked without these issues?

Do you have more than one anti-virus/ anti-malware programs installed on the pc?

 

While you respond to that, here's something you should know:

 

If you are unable to enable Windows Defender and an error message displays that Windows Defender is currently not protecting your computer, the computer might have a different antivirus application installed. To resolve this issue, remove the old antivirus software before enabling Windows Defender. If you need help uninstalling your previous antivirus software, refer to Uninstalling Software for more information.

 

After uninstalling the antivirus application, restart your computer, and then use the steps provided in Enabling Windows Defender in this document to enable Windows Defender.

(by the end of this document, all the issues should be resolved)
