@krustykicker, Welcome to the HP Support Community!

Thanks for reaching out about your query regarding your windows update issue!

We're thrilled to have the opportunity to assist you and provide a solution.

Since your browser can access the internet but Windows Update and Norton are acting up, it might be a connectivity issue specific to certain services rather than your whole connection.

Here are a few things you can try:

Restart Your PC & Router – It sounds simple, but sometimes a quick reboot can clear up weird connectivity issues.

Check Your Date & Time Settings – If your system clock is incorrect, it can interfere with updates. Make sure it's set to sync automatically.

Run the Windows Troubleshooter

Go to Settings > Update & Security > Troubleshoot > Additional Troubleshooters

Select Windows Update and run the troubleshooter.

Check Firewall & Antivirus Settings – Sometimes, security software like Norton can block certain connections. Try temporarily disabling Norton’s firewall and see if Windows Update works.

let me know if this helps!

Take care, and have an amazing day!
